Description

This Request For Bids (RFB) is issued by Treasury Board Secretariat (the Ministry) on behalf of the Ministry of Finance (MOF). It is an invitation to potential Bidders to submit Bids for the provision of a flexible and configurable ‘Commercial off the Shelf’ (COTS) integrated Payment Processing, Image and Data Capture Solution (the “Solution”). In addition to the Solution Software and Equipment, this RFB requires Services to configure functionality specific to the Ministry, to assist the Ministry with the overall implementation and integration of the Solution with other systems, and to provide ongoing Solution (Software and Equipment) Maintenance and Support Services.
Scope of Work
The Ministry is seeking a Vendor to provide and deliver an integrated Payment Processing, Image, and Data Capture Solution that:
• Meets the Ministry’s future state requirements as set out in this RFB;
• Allows the Ministry to operate using current facilities and operational staffing resources;
• Is installed, maintained and supported by the Vendor, on the Ministry’s physical locations and Ministry provided infrastructure where applicable, and according to the defined Service Levels and Ministry’s Governance structure;
• Meets evidentiary requirements in authenticity and auditability;
• Provides implementation Services to support the Ministry’s timeline, including a phased rollout;
• Includes Software development services to:
o configure the Solution and, as directed by the Ministry in its sole discretion, to customize the Solution if necessary, to meet the Ministry’s requirements; and
o interfaces with other Ministry applications, services and infrastructure;
• Provides training, manuals, documentation and knowledge transfer to the Ministry staff in the use, operation, maintenance and support; and
• Ensures the Solution has tested business continuity and recovery plans in accordance with Disaster Recovery (DR) and Continuity of Operations (COOP) Plans to meet the Ministry’s requirements.
