NOI Title: Stellaris Vision Enhancement - Elite System

Notice is hereby given that Vancouver Coastal Health Authority ("VCH") (the "Health Authority(s)"), through their collective agent Provincial Health Services Authority ("PHSA"), intends to directly award a Contract to the following supplier to provide Equipment and Preventative Maintenance for one (1) Stellaris Vision Enhancement - Elite System and post warranty services for an estimated value of $100K.

In accordance with applicable trade agreements, PHSA, as agent for the Health Authority(s) has chosen not to proceed with a competitive process for the following reason:
· the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
(a) to ensure compatibility with existing products/systems
The Stellaris Elite vision enhancement System is designed for use in both anterior and posterior eye segment surgeries. It provides capabilities for phacoemulsification, coaxial and bimanual irrigation/aspiration, bipolar coagulation, vitrectomy, viscous fluid injection/removal and air/fluid exchange operations. The Stellaris Elite vision enhancement system configured with the laser module is additionally intended for retinal photocoagulation and laser trabeculoplasty.
The Vancouver Coastal Health Authority (Vancouver General Hospital at Jim Patterson Operating Room (JPOR) site) requires Stellaris Elite vision enhancement system as this equipment has the required functionality for patient safety and increase the efficiency of a vitrectomy procedure and reduce traction on the retina which can lead to complications such as retinal detachment. In addition, currently the VGH JPOR utilizes the Stellaris Elite system and the both consumables and all proprietary instruments need to be interchangeable at the site level in order to ensure continuity of patient care.
Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Bonnie Kellogg, by email before 2:00pm Pacific Time, July 10, 2020. PHSA will review any and all issues received by this date and provide due consideration to each objection.
