RFP#PS20200958 - SELECTION OF SOCIAL HOUSING OPERATOR FOR ROSS HOUSE

By this Request for Proposals ("RFP") the City is seeking to select a social housing partner to operate a twenty-four (24) room non-market singe room occupancy ("SRO") hotel known as Ross House, located at 313 Alexander and the adjacent parking lot at 309 Alexander. The properties are located in the Downtown Eastside on the traditional unceded territories of the Squamish, Musqueam, and Tsleil- Waututh First Nations, and specifically in the Powell Street area which has strong ties to the Indigenous community and Japanese Canadian history and culture.

The social housing partner will take over the management of Ross House and will prioritize clients who are 2SLGBTQ+ and/or gender diverse individuals, populations that remain disproportionately represented for those experiencing homelessness. The City is seeking an operator with experience with this tenant population, as well as knowledge, skills, and/or interest in working with the Japanese-Canadian community in the area.

An information meeting (the "Information Meeting") will be held to enable Proponents to seek clarification with respect to any aspect of the RFP in a group forum. The details are as follows:
