Need
Revenu Québec wants to maintain the automated aspect of the Program for Administering the Fuel Tax Exemption for Indians (EFIC program) in effect since July 2011. This aspect consists in identifying First Nations customers, applying the fuel tax exemption, performing pre-purchase consumption limit checks and sending electronic transaction records. Revenu Québec will defer to the free market and is not prioritizing any particular technology. However, in order to become partners, developers will need to adapt their products to Revenu Québec’s specifications and have them certified. The operational and technical specifications will be listed in a guide that will be published on Revenu Québec’s website in the spring of 2022 and sent to point-of-sale (POS) software developers that have responded to this RFI.
Given that a similar solution is envisioned for all specific taxes covered by an exemption, the market potential will expand to include all on-reserve retailers authorized to sell tobacco or alcohol. In this second phase, Revenu Québec expects 150 retailers to ask for an automated solution to apply the exemption on sales of tobacco products, alcoholic beverages and fuel.
Service providers
This RFI is for all POS software developers interested in developing tax-exemption software for retailers on reserves and in Indian settlements.
