Constituting a Notice of Intended Procurement and Summary Notice under the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the Canada-United Kingdom Trade Continuity Agreement (Canada-UK TCA)
1.0 Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers and their baggage in designated airports. 1.1 Estimated Standing Offer Value

2.0 Description
The Canadian Air Transport Security Authority (“CATSA”) has a requirement to establish up to eight (8) Standing Offers (up to two (2) per “Region”, as defined below) with Contractors to provide labour, materials, tools, and equipment required to coordinate and carry-out: i) the assembly, installation, and support, and ii) the disassembly and packing for relocation and re-use of screening equipment and peripherals at Canadian airports, on an as and when requested basis, for a period of three (3) years, as further described in Schedule “A” (Statement of Work).
Bidders may submit a proposal for one (1) or more regions, up to a total maximum of four (4) proposals in response to this RFSO. For the purpose of this RFSO, the four (4) regions, hereinafter referred to as “Region” or “Regions”, and are defined as:
- Pacific Region (British Columbia and Yukon),
- Prairies Region (Alberta, Saskatchewan, Manitoba and Northwest Territories),
- Central Region (Ontario), and
- Eastern Region (Quebec, Nunavut and Atlantic Provinces).
Each proposal will be evaluated separately. A bidder may be awarded a Standing Offer for one (1) or more regions (up to four (4)) as described in Schedule “B” (Evaluation and Selection Process).
3.0 Procurement Method
This RFSO establishes an Open Tendering process to enter into up to eight (8) non-exclusive Standing Offers.
4.0 Estimated Quantity of Services
During the term of the Standing Offer(s), CATSA may, subject to the availability of funding, purchase Services on an as and when required basis, via purchase orders under the Standing Offer(s).
By responding to this RFSO, bidder acknowledges that CATSA cannot commit to purchase any volume of services until a purchase order is issued in accordance with any resulting Standing Offer(s).
CATSA makes no commitment or representation that a minimum level of business or any level of business will result from a Standing Offer.
5.0 Term of Resulting Standing Offer(s)
It is anticipated that the term of any resulting Standing Offer(s) will be for a term of three (3) years.
6.0 Address for Submission of Questions and Proposals/Responses; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.

7.0 Mandatory Requirements
There are no mandatory requirements for this RFSO.
8.0 Rated Requirements
The RFSO contains details of the rated requirements.
9.0 Contractor Selection
CATSA intends to recommend up to the top two (2) highest ranked bidders per Region for award of a Standing Offer, based on the highest Total Technical Scores without limitation to any other provision in the RFSO, including, but not limited to Section 11 (CATSA’s Reserved Rights).
Any bidder may be awarded a Standing Offer for any one (1), any two (2), any three (3), or all four (4) Regions.

11.0 Trade Agreement
This procurement is subject to:
- Chapter Nineteen (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA); and
- The Canada-United Kingdom Trade Continuity Agreement.
12.0 Use of MERX
CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.
