ECO Canada is seeking a qualified consultant to develop and finalize key content for the Sustainable Blue
Economy Professional (SBEP Designation) Body of Knowledge (BOK), with a focus on ethics and core
knowledge areas. The BOK will serve as the foundational resource for SBEP designation candidates and
support the SBEP Core Knowledge and Ethics Examination. This resource should answer the question of
what core knowledge should someone have after 5 years of working in the ocean sector.
This short-term contract (8–9 weeks) includes:
• Reviewing and editing the existing SBEP Guidelines for Ethical Practice (Section A of the BOK) for
clarity, consistency, and inclusive language. Providing feedback and suggested improvements to the
SBEP Ethics Exam Question Bank to align with the revised guidelines and ensure language clarity,
fairness, and alignment with professional ethics.
• Identifying and organizing the core knowledge areas (Section C of the BOK) relevant to the
sustainable blue economy and outlining their key components.
• Drafting and finalizing a document integrating these core knowledge areas in alignment with
existing SBEP content, including enabling competencies and specialized technical competencies.
The consultant will produce deliverables in a clear, structured, and professional format suitable for
credentialing use and public dissemination.
Project Duration: Due to the nature of this project and its alignment with broader program milestones, the
work must be completed within a tight 8–9 week timeline. Consultants should ensure they have the
capacity to begin work immediately upon contract signing and deliver high-quality outputs under an
accelerated schedule. Proposals should reflect a realistic and efficient approach to meeting all deliverables

Pricing Structure:
ECO Canada is inviting consultants to propose a budget that reflects the condensed project timeline,
targeted scope, and expected level of effort.
We anticipate that the consultant will identify and develop approximately 5 to 7 core knowledge areas for
integration into the SBEP Body of Knowledge. This will be informed by an initial meeting with ECO Canada
to clarify how the Body of Knowledge guides the designation process and supports the overall structure of
the SBEP credential.
Consultants are encouraged to propose an efficient, value-driven approach that aligns with these priorities
and demonstrates the ability to meet project goals within a tight 8–9 week timeframe. The proposed
budget should be clearly itemized and aligned with the deliverables outlined in this RFP.
In-Kind Contribution:
The contractor will provide an in-kind contribution valued at $3.5K for the development of the BOK.
