CBC/Radio-Canada is seeking Offers from industry in response to its Request for Supply Arrangement. CBC/Radio-Canada is seeking a comprehensive supply arrangement for the provision of general consulting services
An Agreement resulting from this RFSA may potentially be for three years with zero irrevocable option(s) to extend.
1. SUMMARY OF REQUIRED GOODS/SERVICES:
CBC/Radio-Canada is looking for experienced advisory teams with leading technical expertise that can quickly and efficiently assist on an “as-and-when-required basis” for advice and related matters on total rewards including compensation, pension and group benefits and other employee benefits accounting.
CBC/Radio-Canada may require advisory services to assist with emerging issues raised internally or externally, and expected future matters that may impact our total rewards components including compensation, pension plans and group benefits. The nature of the services will be broad and CBC/Radio-Canada’s needs may vary depending on the nature of events, transactions entered into, changes in the business which arise, changes in the retirement landscape, expertise existing internally, and the evolution of the legislation and regulatory requirements. CBC/Radio-Canada expects the core types of support to include:
General consulting - Advice
Broad strategy and advisory
Market benchmarking and analysis
Legal - Advice
Legislative compliance - Advice
Communications
2. MANDATORY REQUIREMENTS:
Please ensure your organization is able to meet the following mandatory requirements before proceeding to the next step. Only bids that are able to meet the following mandatory requirements will be evaluated. Detailed answers to these mandatory requirements will be required as part of the Technical Submission.
To be evaluated the Supplier must provide and demonstrate they meet the requirements below, without limitation:
A. As a federal Crown corporation, CBC/Radio-Canada is subject to the Official Languages Act and the Official Languages Regulations.
The Supplier shall agree to provide its services in both official languages (high-quality written and spoken English and French). This requirement will be specified for each mandate/activity.
B. The Supplier shall have a place of business and provide the services from facilities based in Canada. Please provide the address details if different from above coordinates.
C. The Supplier shall already have in place the appropriately trained, experienced and skilled personnel acting in a professional manner in accordance with industry standards.
D. The Supplier shall acknowledge it has a significant background, skills and business experience performing similar services for other large scale companies, to meet CBC/Radio-Canada’s requirements.
E. The Supplier shall have experience in project management and implementation services with similar sized organizations including:
i) unionized environments,
ii) federally regulated organizations in the private sector, and
iii) federal crown corporations
3. TO OBTAIN THE DOCUMENTATION
CBC/Radio-Canada uses MERX (https://www.merx.com/public/solicitations/open) and from here you can type CBC or Radio-Canada to manage its solicitation process. All Suppliers must obtain the RFSA documents through MERX.

- To obtain the documents the Suppliers must be registered with MERX. If they are not already registered, they must do so by following the instructions included in the MERX Supplier User Guide link above and/or call 1-800-964-6379.

- COMMUNICATION WITH CBC/RADIO-CANADA
- Any contact with CBC/Radio-Canada prior to obtaining the RFSA documentation must be undertaken by e-mail and addressed solely to the CBC/Radio-Canada Representative, whose co-ordinates appear below. All e-mails pertaining to this RFSO must state the reference number (RFSA # HR20250704) in the “Subject” of the e-mail.

- Once the tender documents have been obtained, Suppliers may have queries, require further information or clarification, or discover certain omissions or ambiguities in the documents. If so, or if there is any doubt about the meaning of any part of this RFSA, must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFSA Process of the Main Document.
CBC/Radio-Canada reserves the right, at its discretion, to answer only those questions submitted through MERX.
6. RECEIPT OF OFFERS/PROPOSALS
Offers must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com) no later than November 27 2025 at 8:00:00 pm, Eastern Time.
The Supplier has the sole responsibility for the timely receipt of a Offer by CBC/Radio-Canada. The Supplier cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Offer, whether the time indicated on such clock is accurate or not.
Partial Offers, amendments or revisions which are received after the date and time for the RFSA Submission Closing Date will not be accepted.
This RFSA is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
CBC/Radio-Canada retains the right to negotiate with Supplier on any procurement.
