Description of Procurement:
This Request for Pre-Qualification (RFPQ) is an invitation by the Toronto Police Service (TPS) to prospective proponents to qualify for future eligibility to provide General Contractor Services for interior renovations and/or construction fit-up projects, involving the renovation and / or upgrading of existing facility space. The work involves, but is not limited to, the demolition, the construction of new partitions (brick/block/drywall), electrical, plumbing and HVAC modifications, painting and flooring replacement, millwork, doors and frames, glazing etc., on an as needed basis (via subsequent procurement), as further described in Section 5 – Scope of Work and/or Specification Requirements.

Intent of Award
It is the intent of the TPS that awards will be made to the top ten (10) scoring qualified Proponents satisfying a minimum technical threshold of 70% in Rated Criteria (and having satisfied all mandatory submission forms and/or mandatory technical requirements of the RFPQ), in accordance with the evaluation criteria of this RFPQ. Statement of work (SOW) for future initiatives will be managed through subsequent procurements.
To confirm, only the top ten (10) qualified Proponents will be recommended for inclusion of a Prequalification List, subject to Board approval. Furthermore, an award of an agreement to any Vendor shall not be a guarantee of exclusivity.
Pre-Qualification Term:
Prequalified Proponents selected through this RFPQ process shall be eligible to participate in subsequent second-stage competitive procurements for a term of three (3) years.
Notwithstanding the above noted, the TPS retains the right to terminate any contract without notice for cause.
Piggyback (if applicable):
The TPS may, upon request, permit other publicly funded organizations and the Police Cooperative Purchasing Group (PCPG) to purchase against any part of a future contract which may result from this RFPQ.
If the successful Proponent agrees to this provision, participating agencies may enter into a contract with the successful Proponent for the purchase of services described herein based on the terms, conditions, prices, and/or percentages offered by the Proponent. Minor changes in terms and conditions may be negotiated by participating agencies. Please note copies of the Proponents submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.

Non-Exclusivity: The creation of this RFPQ shall not be a guarantee of exclusivity.
