PCL\ED, a Joint Venture, acting as the Construction Manager (CM) along with TWZ Group, acting as the Centre Block (CB) Electrical Design Assist Implement (DAI) Contractor and Plan Group, acting as the Parliament Welcome Centre (PWC) Electrical Design Assist Implement (DAI) Contractor are inviting Suppliers to submit their Statement of Qualifications to pre-qualify to bid on the Lighting Control System (LCS) portion of the Centre Block Rehabilitation Project. The project is located at 111 Wellington Street, Ottawa, Ontario.
The scope of the Centre Block (CB) Rehabilitation Project includes a comprehensive rehabilitation of CB and its integrated Peace Tower, along with the completion of the Parliament Welcome Centre (PWC) Complex, began in 2019. The Project’s design is being developed and some of the information given below may be subject to change throughout this process. The 1920 Centre Block building is six storeys above grade with mezzanines on the 3rd and 4th floors and a basement. The building measures approximately 144 metres by 75 metres. The building is essentially rectangular with exterior elevations that reflect its symmetrical, bi-axial plan. The interior gross area of all floors, including the mezzanines and new basement, is approximately 58,000 square metres. The Peace Tower has a gross floor area of approximately 1,200 square metres.
The PWC is a 3 storey below grade complex of approximately 32,000 square metres. The new building will serve as a new entry into Centre Block for visitors and expand the space for the House of Commons, the Senate of Canada and Library of Parliament whilst blending seamlessly with the
heritage buildings currently on Parliament Hill.
The Scope of Services of this RFQ shall be for:
• The supply, programming, commissioning, support, training and warranty of the Lighting Control System for the CB and PWC Buildings.
- Public Works and Government Services Canada may, in its sole discretion, enter into a contract directly with the successful vendor(s), or choose to run a competitive process for the maintenance services to be rendered upon handover of the assets from PCL/ED to Canada
-Training of Operations and Maintenance staff is to be carried out in both French and English. Further details will be provided at the RFP stage.

• The term “Lighting Control System” for the CB and PWC Buildings is expected to include:
- All Lighting Control System equipment that would form a complete Lighting Control System as outlined in Section 1.6 RFQ Documents Log.
- The potential proponents are to confirm as part of their Submission of Qualifications if they are not capable of meeting some of the above eligibility criteria. Based on the response the scope may be split into multiple subcontracts.
• Vendor Pre-Qualification Criteria/Eligibility shall include previous project experience with:
- Heritage Building renovation, rehabilitation projects; custom manufacturing may be required.
- Complex building involving the integration of the Lighting Control System with the Building Automation System.
- Construction projects with multi-stage occupancies. Construction and delivery of equipment over a long-term/extended project period including the provision of extended warranties.
- Ongoing technical support of system/integration post-construction.
-Projects with independent LCS workstations and local room control
- Projects involving secure buildings with reliable failsafe’s, such that when loss of IT network occurs, local room controls and critical schedules continue to work
- Installations that had no/limited proprietary dependencies, licensing, or required gateways.
The scope may be split into a number of Subcontracts due to scheduling requirements, manufacturer capacity and the size of the project.
