Description

This Request for Proposals (the “RFP”) is an invitation by the Saskatchewan Power Corporation (“SaskPower”) to prospective proponents to submit proposals for the provision of Shand Powerhouse Industrial Heaters, as further described in the RFP Particulars (Appendix A) (the “ Work”).

SaskPower is a Saskatchewan Crown Corporation continued under The Power Corporation Act (Saskatchewan). It is principally responsible for the generation, transmission and distribution of electricity for most of Saskatchewan.

SaskPower is aiming to procure 14 heaters for the Shand Power Station. The Shand Power Station is a coal fired electric generating facility consisting of 1 unit with a capacity of 300 megawatts. The scope of the project includes the following:

Design, manufacture, supply and deliver 14 heaters to Site for the replacement of existing heaters in the powerhouse.
Provide technical advisory services to instruct SaskPower’s installation contractor regarding assembly and installation of heaters at Site.
Provide technical advisory services to assist SaskPower in the commissioning of heaters at Site. Technical advisor shall be factory trained representative from manufacturer.
Provide technical advisory services to train SaskPower in the operation of heaters at Site.

Event Note

There will be an Optional Site Meeting at Shand Power Station on September 10, 2025, 10:00 A.M. Central Standard Time. The Shand Power Station is located approximately 10 kilometres southeast of the corporate limits of Estevan, Saskatchewan. Access to the Site is via an all-weather paved road connecting to Highway 18 & 39.

Confirmation of the number of attendees is required to be sent to the RFP Contact no later than September 5, 2025, 3:00 p.m. Central Standard Time. If confirmation of attendance is not received by the RFP Contact on or before this date and time, attendees may not be allowed on site.

PPE is required including CSA approved hi-vis clothing, safety glasses, hard hat, and safety footwear. Confirmed attendees will be advised of any additional requirements they must comply with to access the site.
