Description

The City requires a Supplier for timely delivery of de-icing road salt (sodium chloride), as required.
In addition, the City is also exploring other options for an environmentally friendly granular or liquid de-icing product that may be considered as part of the City’s winter maintenance strategy.

The City intends to enter into an agreement with the successful proponent commencing October 1, 2025, for an initial term of three (3) years, with options in favor of the City to extend for an additional four (4) years in two (2) year increments.

Additional Bidding Instructions

Pricing will be evaluated separately for each product category:

Road salt pricing will be scored out of 50 points
Environmentally friendly de-icing product pricing will be scored out of 50 points

For proponents submitting for both products, the City will apply a weighted pricing score to reflect future anticipated usage (no guarantee of volume):

Road salt: 80% weight (40 points)
Eco-friendly de-icer: 20% weight (10 points)

The combined pricing score will be calculated as:
(Road Salt Score ÷ 50 x 40) + (Eco-friendly Score ÷50 x 10) = respondent’s pricing points

Important Note
For clarity, proponents submitting for only one product category will be evaluated solely on that category’s full 50-point scale. For proponents submitting for both products, the weighted formula above will be used.

Environmentally Friendly De-Icer Liquid Density
To ensure consistency in evaluations, the City will apply a standardized conversion formula to normalize pricing for liquid de-icing products to a cost-per-metric-tonne basis. Proponents must provide product density (kg/L) and price per litre if a liquid product is offered for the environmentally friendly option. The formula used will be:
(1000 ÷ Density (kg/L) x Price per litre. This conversion is for evaluation purposes only and does not affect actual ordering units.
