This is a 2 Envelope Tender - refer to Part A - Instructions to Bidders.

Location: 111 Wellington Street, Ottawa, Ontario, Canada
Refer to Part B – Scope of Work items for warehouse details. All work included in this tender will take place off-site at this Subcontractor’s workshop and will require an Offsite Storage Agreement, included at Part C – Tender Package Documents.

All leaded glass to be restored as per the Centre Block drawings and specifications included in Part C – Tender Package Documents of this Invitation to Bid. (The files are uploaded to Egnyte file repository, provided by PCL/ED, a Joint Venture in a password protected link to Egnyte.) This specific scope of work is outlined in the reference “TG Procedures & Materials for Phase 2 Leaded Glass Restoration” and other supplemental documentation provided by PCL/ED, a Joint Venture (Refer to Part C – Tender Package Documents).

Qualified Subcontractors must be skilled and accomplished Heritage Leaded Glass Conservators/ Restorers, capable of carefully restoring Heritage Leaded Glass with materials, techniques, and quality workmanship, following building conservation standards and guidelines, as specified. The Qualified Subcontractors will draw on their extensive experience with proven, conservation practices to safeguard the Heritage Leaded Glass Windows of Centre Block.

Additional Bidding Instructions

All Bids shall be Stipulated Lump Sum in Canadian currency unless otherwise requested and shall reflect the Bidder's total proposed price for the Work including, without limitation, all taxes (except H.S.T.), assessments, levies, and custom duties, overhead and profit. Bids shall be without qualification and in complete compliance with the Tender/Contract Documents.

One original of the Tender shall be submitted on the Tender Form provided, fully completed, signed and sealed by a principal officer of the Bidder’s organization duly authorized to sign the Tender. Tenders shall be completed without deletions, alterations, interlineations, or erasures. All blank spaces on the Tender Form shall be fully filled in. Failure to provide all requested information on the Bid Forms and failure to fill in all blank spaces may result in a bid being disqualified and rejected.

Bidders will receive an Invitation to Tender via MERX and will upload one (1) original of the Part D – Envelope 1 – Technical Package, one (1) original of the Part D – Envelope 2 – Financial Package, and one (1) IPP Submission in .pdf format, no later than: August 13, 2025 at 2:00:00 pm (Ottawa, Ontario Local Time).

No verbal, email, telephonic or faxed Bids will be considered. However, a Tender may be modified within MERX only until the time stated for receiving Bids. The CM assumes no risk or responsibility with respect to the receipt of any modifying of bids and cannot guarantee that any modification will be received or reviewed by the CM and/or the Owner. The time of receipt of the bids shall be deemed to be the date and time indicated by the CM on such bids based on the designated clock within MERX. The term “Local Time” shall mean the time as measured by the CM at the location of Tender submission.

Bids will be date and time stamped at the place of receiving the bids. Late bids are unable to be uploaded to MERX.
