Description

The Work outlined in this 2 Envelope Tender Package is Set-Aside for Indigenous Businesses and is Limited to Indigenous Offers.There are additional Mandatory Requirements within this Tender Package included at Part A – Instructions to Bidders, Item 56.0 Set-Aside for Indigenous Businesses – Mandatory Requirements.
The Tender closes April 8, 2025. Bidders seeking extension must formally request using the Bidder Questions Log.

All work included in this tender will take place off-site at this Subcontractors workshop and will require an Offsite Storage Agreement, included at Part C – Tender Package Documents.

All woodwork to be restored as per the Centre Block drawings and specifications included in Part C – Tender Package Documents of this Invitation to Bid (The files are uploaded to Egnyte file repository, provided by PCL/ED, a Joint Venture in a password protected link to Egnyte available by sending an email to rmasters@pcl-ed.com). This specific scope of work is outlined in the drawings marked up by the CM from Centre Block Site Instruction No. CBD-130-SIN-PG-N-01938_0 and Design Development Drawings 2 (Refer to Part C – Tender Package Documents).

The Scope of Services of this prequalification package is for the Heritage Fine Woodwork Restoration and Reinstallation at the Centre Block building. This comprises fine millwork, architectural joinery, architectural cabinetry, panelling and wainscoting, repetitive ornament, sculptural elements and fine carving. As part of the Centre Block Rehabilitation Project, we require a subcontractor(s) who possesses the skills, experience and knowledge of the handling, restoration and reinstallation of Heritage woodwork, including the disassembly, stripping and refinishing, fabrication of new woodwork and historical reproductions suitable for use in rehabilitated heritage buildings. PART D – ENVELOPE 1 – TECHNICAL PACKAGE - ALL BIDDERS MUST INCLUDE THE MANDATORY OFFEROR DECLARATION

Bidders who prequalified for Prequalification Package 1048– CB Heritage Fine Woodwork Restoration and Reinstallation do not need to submit Envelope 1 – Part D - Technical Package.
However, every bidder (whether deemed previously prequalified or not), per Item 56, the Offeror must complete the Mandatory (Pass/Fail) Offeror Declaration Form as their Part D - Envelope 1 – Technical Package response.

Prequalified Bidders must submit the Subcontractor Code of Conduct.
With the exception of contract surety and scale, all criteria are identical to “Prequalification Package 1048A– CB Heritage Fine Woodwork Restoration and Reinstallation.”
Scoring from the previous Prequalification will carry forward for bidders that have previously successfully prequalified.

All Bids shall be Stipulated Lump Sum in Canadian currency unless otherwise requested and shall reflect the Bidder's total proposed price for the Work including, without limitation, all taxes (except H.S.T.), assessments, levies, and custom duties, overhead and profit. Bids shall be without qualification and in complete compliance with the Tender/Contract Documents.

One original of the Tender shall be submitted on the Tender Form provided, fully completed, signed and sealed by a principal officer of the Bidder’s organization duly authorized to sign the Tender. Tenders shall be completed without deletions, alterations, interlineations, or erasures. All blank spaces on the Tender Form shall be fully filled in. Failure to provide all requested information on the Bid Forms and failure to fill in all blank spaces may result in a bid being disqualified and rejected.

Bidders will receive an Invitation to Tender via MERX and will upload one (1) original of the Tender Forms Envelope 1 – Part D – Technical Package and Envelope 2 – Part D – Financial Package in .pdf format, no later than: April 8, 2025, at 2:00:00 pm (Local Ottawa, Ontario Time).

No verbal, e-mail, telephonic or faxed Bids will be considered. However, a Tender may be modified by email until time stated for receiving Bids; the CM assumes no risk or responsibility with respect to the receipt of e-mails modifying bids and cannot guarantee that any e-mail modification will be received or reviewed by the CM and/or the Owner.The time of receipt of the bids shall be deemed to be the date and time indicated by the CM on such bids based on the designated clock at the place of receipt set out in section 2.5. The term “local time” shall mean the time as measured by the CM at the location of Tender submission.

Bids will be date and time stamped at the place of receiving the bids. Late bids are unable to be uploaded to MERX.
