Marine Atlantic Inc. (MAI) invites offers from qualified Vendors for the Tank #1 Out of Service Inspection in Port aux Basques, NL.

The project is located at the Marine Atlantic Ferry Terminal at Port aux Basques, Newfoundland and Labrador. The primary work area is within the Fuel Terminal Tank Farm located in a separate secure area north of the main ferry terminal facility.

The work includes, but is not limited to, the following:
 

• Mobilization and demobilization, including all labor and equipment as specified and as required to carry out the work.
• Recover and disposal of residual marine diesel product. Wash down internal surfaces using approved cleaning agents and water. Remove all sludge, scale, sediment, and residues.  Ensure:
  • Disposal of product, sludge, residue and cleaning materials from tank cleaning operations must comply with applicable provincial/federal government regulations and facility policies.
  • Workers to be aware of potential hazards associated with the handling, removal and containment of product, sludge, residue, cleaning materials and contaminated appurtenances and implement all requirements for safe handling and personal protective equipment on the entry and work permits.
  • In all instances, work to be carried out in accordance with the Newfoundland and Labrador Regulation 58/03 Storage and Handling of Gasoline and Associated Products Regulations, 2003 under the Environmental Protection Act (O.C. 2003-225), amended by 40/04; and the Used Oil Control Regulations (82-02) under the NL Environmental Protection Act (O.C. 2002-430).
  • Haulers to have a certificate of approval pursuant to the Environmental Protection Act, SNL 2002 from the Provincial Department of Environment, Climate Change and Municipalities (Pollution Prevention Division).
• Ensure the tank is gas-free and safe for entry in compliance with MAI Permit to Work and NL-OSH regulations. Verify cleanliness via gas testing and visual inspection prior to permitted confined space entry. Continuous monitoring is required during tank entry.  Tank entry will require Confined Space permit and appropriately trained personnel.
• Perform out of service inspection in accordance with API653 - Aboveground Storage Tank and provide report.
• All work to conform to the requirements of the most recent issue of National Building Code of Canada and API653.
• No repairs are included in the scope of work.

• Preparation, submission, and implementation of an approved Construction Schedule.
• Preparation, submission, and implementation of an approved Site-Specific Safety Plan.
• Preparation, submission, and implementation of an approved Site-Specific Environmental Protection Plan.
• Preparation and submission of a Project Execution Methodology.

• La mobilisation et la démobilisation, y compris toute la main-d’œuvre et l’équipement spécifiés et nécessaires à l’exécution des travaux.
• La récupération et l’élimination des résidus de diesel marine. Le lavement des surfaces internes à l’aide de produits de nettoyage approuvés et d’eau. L’élimination de tous tartre, boues, sédiments et résidus.  S’assurer de :
  • L’élimination des produits, des boues, des résidus et des matériels de nettoyage provenant des opérations de nettoyage des réservoirs doit être conforme aux réglementations provinciales et fédérales applicables et aux politiques de l’installation.
  • Les travailleurs doivent être conscients des risques potentiels liés à la manipulation, à l’enlèvement et au confinement du produit, des boues, des résidus, des produits de nettoyage et des accessoires contaminés, et appliquer toutes les exigences en matière de manipulation sécuritaire et d’équipement de protection individuelle figurant sur les permis d’entrée et de travail.
  • Dans tous les cas, les travaux doivent être effectués conformément au règlement Regulation 58/03 Storage and Handling of Gasoline and Associated Products Regulations, 2003 de Terre-Neuve-et-Labrador, conformément à la Environmental Protection Act (O.C. 2003-225), modifié par le règlement 40/04; et le Used Oil Control Regulations (82-02), conformément à la  en vertu de la Environmental Protection Act (O.C. 2002-430).
  • Les transporteurs doivent disposer d’un certificat d’approbation conformément à la Environmental Protection Act, SNL 2002, délivré par le ministère provincial de l’Environnement, du Changement climatique et des Municipalités (division de la prévention de la pollution).
• Le fournisseur doit s’assurer que le réservoir est exempt de gaz et qu’il est possible d’y pénétrer en toute sécurité, conformément au permis de travail de Marine Atlantique et aux règlements sur la santé et la sécurité au travail de T.-N.-L.. Le fournisseur doit vérifier la propreté par des tests de gaz et une inspection visuelle avant d’autoriser l’entrée dans un espace clos. Une surveillance continue est nécessaire lors de l’entrée dans le réservoir.  L’entrée dans le réservoir nécessite un permis d’accès à un espace clos et un personnel dûment formé.
• Le fournisseur doit effectuer une inspection hors service conformément à la norme API653 – Aboveground Storage Tank et fournir un rapport.
• Tous les travaux doivent être conformes aux exigences de l’édition la plus récente du Code national du bâtiment du Canada et de l’API653.
• Aucune réparation n’est prévue dans l’étendue des travaux.

• Préparation, soumission et mise en œuvre d’un calendrier approuvé des travaux.
• Préparation, soumission et mise en œuvre d’un plan de sécurité approuvé spécifique au site.
• Préparation, soumission et mise en œuvre d’un plan de protection approuvé de l’environnement spécifique au site.
• Préparation et soumission d’une méthodologie d’exécution du projet.
