In cooperation with Carcross/Tagish First Nation (C/TFN), Ta’an Kwäch’än Council (TKC), and Kwanlin Dün First Nation (KDFN) (collectively, the First Nations) the Yukon Energy Corporation is seeking a Consultant to provide multi-disciplinary support to refine and implement the Monitoring and Adaptive Management Plan (MAMP) and services supporting regulatory compliance for the Whitehorse Rapids Generating Station (WRGS).
Throughout this RFP, the term “the Parties” refers to Yukon Energy Corporation (YEC) as the primary contracting authority. YEC is working in cooperation with the First Nations throughout the procurement processes, however the First Nations are not intended to be joint contracting parties unless expressly stated otherwise.
Through this RFP, the Parties are seeking to:
- Select the successful Proponent.
- Specify the conditions that would govern any resulting Contract with YEC.
It is the intent of the First Nations and YEC to obtain the best overall solution, services and value through an RFP process that provides a high level of responsiveness, quality Proposals and a Proponent that has a proven track record of meeting client needs. It is also the intent of the YEC and the First Nations to engage a Consultant who can provide effective support in meeting the responsibilities and commitments for collaboration and engagement in further developing and implementing the MAMP and regulatory compliance activities together in the spirit of reconciliation.
The term of Contract shall commence on, or around, March 2026, and shall remain in effect until completion of the Service unless otherwise terminated in accordance with the terms outlined herein. Service requirements are expected through 2028. Annual contract extensions will be granted subject to approval of collaboratively developed annual work plans and performance meeting the expectations of the First Nations and YEC.
