Description of Procurement and any conditions for participation of suppliers:

WSIB is seeking a fully hosted and supported web‐based SaaS Solution, to manage the WSIB’s end-to-end procurement process for open market and invitational procurement initiatives, from the point of RFx document creation through to the contract award and debrief phase.

The overall goals of the RFP are to:

Increase efficiencies by:

Streamlining and eliminating current manual-intensive procurement processes to shorten and/or compress cycle times;
Providing easy to use, web-based access to information and services that reduces a Proponent’s or Bidder’s potential challenges when participating in the procurement process;
Establishing consistency in procurement practices, and outcomes through the use of templates and automated tools;
Achieving better value to WSIB through improved procurement outcomes; and
Improving flexibility and scalability to support internal governance changes, such as privacy and security and external changes in legislative requirements such as trade agreements

Improve decision making by:

Expanding and modernizing the tools, technology and processes available to incorporate industry best practices within WSIB’s procurement environment; and
Improving the quality and availability of relevant information to support procurement planning and decision-making.

Foster innovation by:

Ensuring flexibility to accommodate current and emerging innovative procurement models; and
Providing efficient and cost effective systems to ensure that the Solution is current and stays abreast of the public sector market requirements

Enhance customer service by:

Reducing cycle times through streamlining, training and standardizing procurement processes;
Providing the opportunity to support and collaborate with internal WSIB stakeholders and external vendor community; and

Improving user experience to both internal and external WSIB stakeholders

Estimated Quantity:

Upon review of all Proposals, the WSIB intends to negotiate a contract and enter into a maximum of one (1) Agreement with one (1) Proponent.

Duration of contract:

The contract entered into between the WSIB and the selected Proponent is to be a term of three (3) years fixed from the date of a fully executed Agreement.

WSIB also expects to have options to extend the Agreement on the same terms and conditions for up to two (2) optional periods. For greater clarity, this means two (2) separate, optional periods of up to 24 months each.

La présente demande de propositions s’adresse aux éventuels fournisseurs qui sont en mesure d’assurer la prestation des services et des livrables décrits ci-dessous. Les fournisseurs peuvent présenter une proposition pour offrir une solution d’approvisionnement numérique (« solution ») sous forme de logiciel-service (« Saas ») et des services connexes. L’annexe 1 et l’annexe A de la demande de propositions décrivent en détail les services et les livrables demandés. La Commission de la sécurité professionnelle et de l’assurance contre les accidents du travail (WSIB) peut, à sa seule discrétion, adopter la solution comme une norme organisationnelle et, au besoin, l’intégrer dans les initiatives d’approvisionnement à l’avenir en vue d’atteindre ses objectifs organisationnels et opérationnels.

Quantité estimative :

Après l'examen de toutes les soumissions, la WSIB a l’intention de négocier et de conclure un maximum d’un (1) contrat avec un (1) fournisseur.

Durée du contrat :

La durée du contrat conclu entre la WSIB et le fournisseur attitré est de trois (3) ans fixes à compter de la date du contrat signé en bonne et due forme.

La WSIB s’attend aussi à pouvoir prolonger le contrat selon les mêmes modalités pour un maximum de deux (2) périodes distinctes et facultatives d’une durée de 24 mois chacune.
