CBC/Radio-Canada is seeking Offers from industry in response to its Request for Supply Arrangement. CBC/Radio-Canada is seeking a comprehensive supply arrangement for online game content and game development.
An Agreement resulting from this RFSA may potentially be for three years with zero irrevocable option(s) to extend for one year period(s).
1. SUMMARY OF REQUIRED GOODS/SERVICES:
Radio-Canada is developing a long-term casual games offering in Canadian French as part of its digital ecosystem, with the objective of increasing daily engagement and time spent across its platforms, while remaining fully aligned with its public service mission.
Unlike commercial gaming platforms, Radio-Canada’s games initiative is non-ad-based, accessibility-first, and designed for a broad, non-gamer audience. The focus is on simple, inclusive and calming game experiences that can be played daily, without pressure, monetization traps or excessive complexity.
Games are conceived as a cultural and relational touchpoint: they should reflect Canadian French language and culture, be welcoming to all ages and abilities, and foster long-term habit and trust rather than short-term performance.
Proposed solutions must therefore demonstrate an understanding of:
• A public broadcaster context, prioritizing public value over revenue optimization
• Long-term engagement and retention, not infinite play or addiction mechanics
• Accessibility, clarity and ease of use for a wide audience
• Cultural relevance and linguistic quality, particularly in Canadian French
• Integration within a broader digital ecosystem, rather than standalone products
2. TO OBTAIN THE DOCUMENTATION
CBC/Radio-Canada uses MERX (https://www.merx.com/public/solicitations/open) and from here you can type CBC or Radio-Canada to manage its solicitation process. All Suppliers must obtain the RFSA documents through MERX.

- Determine eligibility to participate based on the description of the objective statement
- To obtain the documents the Suppliers must be registered with MERX. If they are not already registered, they must do so by following the instructions included in the MERX Supplier User Guide link above and/or call 1-800-964-6379.
- The Supplier understands that by accessing the documents that it is bound by the Confidentiality clause elaborated in Part II: General Provisions Section A: Supplier’s Instructions 1. Confidentiality of the Main Document
- COMMUNICATION WITH CBC/RADIO-CANADA
- Any contact with CBC/Radio-Canada prior to obtaining the RFSA documentation must be undertaken by e-mail and addressed solely to the CBC/Radio-Canada Representative, whose co-ordinates appear below. All e-mails pertaining to this RFSO must state the reference number (RFSA # FS20260223) in the “Subject” of the e-mail.

- Once the tender documents have been obtained, Suppliers may have queries, require further information or clarification, or discover certain omissions or ambiguities in the documents. If so, or if there is any doubt about the meaning of any part of this RFSA, must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFSA Process of the Main Document.
CBC/Radio-Canada reserves the right, at its discretion, to answer only those questions submitted through MERX.
6. RECEIPT OF OFFERS/PROPOSALS
Offers must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com) no later than March 20 2026 at 8:00:00 pm, Eastern Time.
The Supplier has the sole responsibility for the timely receipt of a Offer by CBC/Radio-Canada. The Supplier cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Offer, whether the time indicated on such clock is accurate or not.
Partial Offers, amendments or revisions which are received after the date and time for the RFSA Submission Closing Date will not be accepted.
CBC/Radio-Canada retains the right to negotiate with Supplier on any procurement.
